Transparency in City Government

The City of Tustin wants to ensure that information about our public service operations is readily available to the public. Although much of this information has long been available on the City's website, this Transparency in City Government web page has been created to provide a single centralized location to help you quickly and easily find a variety of important information pertaining to City business.

Detailed information is provided on the following topics:

City Council Meeting Videos
  • Watch a live City Council meeting or view an archived copy of a past City Council meeting (back to December 4, 2007).
  • City Council meetings occur on the 1st and 3rd Tuesdays of the month at 7:00 p.m.
City Council Meeting Agendas
  • View the Agenda for the upcoming City Council meeting or an archived Agenda from a past City Council meeting (back to December 4, 2007).
  • Agendas from meetings from January 3, 2005 to the present can be found in the Digital Document Archive; contact the City Clerk's Office for Agendas from 2004 or earlier.
  • Agendas are posted to the City of Tustin Website at least 72 hours prior to the meeting date.
City Council Meeting Minutes
  • View the official Minutes from a past City Council meeting (back to December 4, 2007).
  • Minutes from meetings prior to December 4, 2007 can be found in the Digital Document Archive.
  • Minutes are typically available online shortly after they are approved by the City Council at the subsequent City Council Meeting.
Elected Officials
City Council Compensation
  • Compensation for City Council Members (including Mayor and Mayor Pro Tem) is established in a public meeting by adoption of an Ordinance.
  • A separate Ordinance specifies that City Council Members do not receive additional compensation for serving as members of the Community Development Commission (Redevelopment Agency).
  • The City Council also passed a motion that reduces a Council Member's compensation for each meeting that a meal is provided to that Council Member.
City Clerk Compensation
  • Compensation for the elected City Clerk is established by adoption of a City Council Resolution.
Elected Official Total Compensation
  • Total compensation for elected City Council Members (including Mayor and Mayor Pro Tem) and elected City Clerk.
Appointed Officials
City Treasurer Compensation
  • Compensation for the City Treasurer is set by City Council Resolution.
Audit Commission Compensation
  • Compensation for Audit Commission members is set by City Council Resolution.
Community Services Commission Compensation
  • Compensation for Community Services Commission members is set by City Council Resolution.
Planning Commission Compensation
  • Compensation for Planning Commission members is set by City Council Resolution.
Appointed Official Total Compensation
  • Total compensation for officials appointed by the City Council – Audit Commission Members, Community Services Commission Members, Planning Commission Members, and the City Treasurer.
City Attorney
City Attorney Services Compensation
  • The City of Tustin contracts with the law offices of Woodruff, Spradlin and Smart to provide city attorney services; though David E. Kendig is currently designated as the City Attorney, a large number of other attorneys and professional staff at Woodruff, Spradlin and Smart provide city attorney services for the City.
  • Compensation for city attorney services is established through a retainer agreement between the City and Woodruff, Spradlin and Smart, which is approved by the City Council.
Salary Schedule
  • Current salary ranges for all City employees, listed for each classification (job title) from Step A (the lowest possible rate) up to Step G (the highest possible rate), and current salary rates for all elected and appointed officials.
Labor Contracts
  • The City's labor contracts specify the wages, benefits, hours, and other terms and conditions of employment for all City employees.
  • For employees in a recognized bargaining unit (TMEA, TPMA, TPOA, and TPSSA), employment terms and conditions are contained in a contract known as a memorandum of understanding (MOU) that is negotiated between the City and the bargaining unit.
  • For employees who are in an unrepresented employee group (Executive Management, Management, Supervisory, Confidential, and Part-Time Non-Benefitted employees), terms are implemented by the City Council through a Resolution.
  • The City Manager has a separate employment agreement that specifies terms and conditions for the individual serving as City Manager.

  • Total compensation for all full-time and part-time City employees.

  • All jobs that are currently open to the general public
Class Specifications
  • A class specification (job description) is an official statement of the duties and responsibilities of a position(s) in the job classification, illustrated by examples of typical duties and the qualification requirements for employment in the classification.
  • If you are interested in employment in a classification that is not currently open (as listed on the Employment Opportunities page), you may submit a Job Interest Card by clicking on the link that says "E-mail me when jobs like this become available" (located on the top right of the class specification).
  • The City's annual Operating Budget details projected revenues and expenditures for the operations of City services for the coming fiscal year.
  • Operating Budgets from the last several fiscal years are available online; contact us for Budgets from prior fiscal years.
Capital Improvement Program
  • The City's Capital Improvement Program (CIP) is a seven-year program that identifies future projects and cost estimates that allow City staff to properly plan for future capital improvements throughout the City.

Comprehensive Annual Financial Report
  • The Comprehensive Annual Financial Report (CAFR) is a thorough and detailed presentation of the City's financial condition for the past fiscal year.
  • CAFRs from the last several fiscal years are available online; contact us for CAFRs from earlier fiscal years.
Redevelopment Agency Annual Financial Report
  • The Redevelopment Agency Annual Financial Report is a thorough and detailed presentation of the Redevelopment Agency's financial condition for the past fiscal year.
  • Reports from the last several fiscal years are available online; contact us for reports from earlier fiscal years.
Single Audit Report
  • The Single Audit Report is an independent auditor's report on the City's internal control over financial reporting and on compliance and other matters based on an audit of financial statements.
  • The most recent reports are available online; contact us for earlier reports.
State Controller's Cities Annual Report
  • The Cities Annual Report is prepared by the California State Controller and consists of a compilation of the financial data pertinent to the operation of California's city governments. It presents the cities' costs of providing an array of valuable public services, as well as the means by which they finance those services.
State Controller's Redevelopment Agencies Annual Report
  • The Redevelopment Agencies Annual Report is prepared by the California State Controller and consists of a summary of the financial activities of California's community redevelopment agencies.
Annual Street Report
  • The most recent Annual Street Report submitted to the California State Controller summarizes the monies made available to and expended by the City for construction, maintenance, and other street- and road-related activities.
Investment Report
  • The most recent quarterly Investment Report presented by the City Treasurer to the City Council, in accordance with Government Code Section 53646, showing balances by authorized investment and certifying compliance with the adopted Investment Policy.
Ethics Training for Local Officials (AB 1234) – Proof of Completion Certificates
  • Assembly Bill No. 1234 (AB 1234) requires that if a local agency provides any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its legislative body (as defined in California Government Code Section 54952), that local agency's officials must receive training in ethics.
Statement of Economic Interests (Form 700)
  • The Political Reform Act (California Government Code Sections 81000-91014) requires designated government officials and employees to publicly disclose their personal assets and income on Form 700; these individuals also must disqualify themselves from participating in decisions which may affect their personal economic interests.
Behested Payment Report (Form 803)
  • The Political Reform Act requires elected officials to disclose payments made at their behest, principally for legislative, governmental, or charitable purposes (not for personal or campaign purposes) on Form 803.
Public Official Appointments Report (Form 806)
  • The Form 806 is used to report additional compensation that officials receive when appointing themselves to positions on committees, boards or commissions of a public agency, special district, or joint powers agency or authority. (FPPC Regulation 18705.5.)

Recipient Committee Statement of Organization (Form 410)
  • A recipient committee is any individual (including an officeholder or a candidate), group of individuals, organization, or any other entity that receives contributions totaling $1,000 or more during a calendar year.
  • The Political Reform Act requires a recipient committee to file a statement of organization (Form 410) once it has received $1,000 in contributions.
Recipient Committee Campaign Statement (Form 460)
  • The Political Reform Act requires receipts and expenditures in election campaigns to be fully and truthfully disclosed; Form 460 is used by all recipient committees or any candidate or officeholder who does not control a recipient committee to disclose receipts, expenditures, and other financial activity.
Officeholder and Candidate Campaign Statement – Short Form (Form 470)
  • In accordance with the Political Reform Act, Form 470 is for use by officeholders and candidates who do not have a controlled committee; do not anticipate receiving contributions totaling $1,000 or more during the calendar year; and do not anticipate spending $1,000 or more during the calendar year.
